A Study on the Universal Access in Information Society


Abstract
In this research, telecommunications for the disabled and the old is defined as interdisciplinary sphere of technology and policy, assisting the information poor such as people with disabilities to overcome access barriers in the field of information & telecommunication and to make independent life, through universal design & assistive technology technically, wide spread of assistive technology & cut-down or subsidy of utility cost economically, various kinds of application services socially. This area is to be more important policy issue as the number of people with physical or mental impairment is rapidly increasing and social benefits of universal design for them are to be seriously discussed.
The purpose of this research, under this situation, was to investigate the domestic trend of laws & policies and suggested some policy tasks, which strongly pushed by Korean government in the near future, by comparing them with those of well-informatized countries.
From the research, it was found that there were 5 key issues for the disabled and elderly in information society. Based on 5 spheres, seven policy suggestions are also made in this study.
